Well, it seems the angular resolution of a telescope can be approximated by the Rayleigh limit, which is 5.5/aperture in inches. So for 10 inch, this will be 0.55 arcseconds. And a quick search tells me that the ISS is about 37 arcseconds at 410km distance. So we get at least 67 clear ISS pixels out of the 10 inch telescope! Furthermore, using super-resolution techniques, we can achieve much better resolution than that.

4000 lightyears would mostly be still in our galaxy, which is roughly 100.000 lightyears across, and 3000-6000 lightyears thick. Most galaxies are at least millions of lightyears away.
